I spent about 1.5 hours at the top floor of the Tokyo International Forum, walking back and forth, looking up and down, hunting for moments to snap. At one point, one security guard came over to gently ask me not to lean on the edge  when I was leaning forward to take top down shots. He was concerned about my safety. I really enjoyed my half day at the Tokyo International Forum.
