Trains at Tokushima Station and buses outside connect to other prefectures and cities. Within Tokushima, public buses seem to be a better choice to go to places further away. I took the bus to Naruto Park from Tokushima City. I also took the highway express bus back to Osaka after a few days in Tokushima.
